A common reason consolidation projects don’t move forward is the lack of important information about how they would affect water rates, which requires a complete feasibility study. At the same time, projects often never advance to the stage of conducting a feasibility analysis to obtain this information because agencies are hesitant to spend public funds on projects that may not move forward due to lack of community interest.
Assisting from the Start
To address this challenge, FlowWest has developed an accessible, easy-to-use web application, the Step Zero Consolidation Cost Estimator, which provides the public with an accessible, easy to use web application that estimates regionalization versus asset replacement cost and acts as a tool to prompt initial exploratory discussion of the costs, and how they could affect rates. The Step Zero Calculator offers a streamlined user experience and presents the cost summary breakdown in both visual and table formats for easy understanding. Additionally, users can export the data in either CSV or PDF format for further analysis or sharing.
Empowering Communities
The application has allowed end users, such as Technical Assistance Providers, to obtain preliminary ballpark estimates for consolidation projects in the communities they represent.
